1. Conformance: 

• Site and current system pre-assessments to be included in any grant application

• Applications to be assessed/approved by a recognised, third party industry group similar to ‘Gas Safe/Corgi’

2. Measure results:

• Establish baseline prior to implementation of new system for justifiable heat demand

• Building control systems, minimum building heat loss and metering all required, as well as minimum energy efficiency levels and air quality controls for all approved boilers

3. Sustainability: 

• Fuel sourced from sustainable sources only with no recycled or waste materials to be used

• Introduce a more variable tariff plan to discourage gaming of system

• Implement an ongoing and mandatory requirement for boiler servicing and the measurement of energy performance
